Finally management did something about it. But it was like 6 months after they had been there. My management was so slow at enforcing things that I just locked up on the railing by my front door. The bike rack was so overcome with dusty bikes that never got used that it was impossible to find a place to put my bike. Finally like 2 weeks before I moved out they came around with notices saying we were not allowed to lock bikes up to the railing. Oh well...better late then never.
